These are the eggs of stink bugs, which are laid in a well-arranged way by a female insect in a group.The developing nymphs, and later becoming adults, all suck the cell sap from the leaves, twigs, seeds, and pods / fruits / bolls.They can do economic damage if the population is much larger.The best way is to clip the eggs along with the leaves and destroy them.
